What is revaluation?
Revaluation is the process of reappraising all real property in the county to current market value as of an effective date. The last countywide revaluation was completed on January 1, 2013. Our next revaluation is scheduled for January 1, 2021 and will be conducted to to adjust all real property values for changes in the real estate market since 2013.

Why do a revaluation?
Market conditions are constantly changing. Over time property values change at different rates and in proportion to each other. Revaluation brings property values back in proportion so that each property owner pays an equitable share of the property tax burden. In addition, state law requires it to be done at least every eight years. Many counties have decided to revalue property more frequently in order to have more accurate values. Person County normally conducts a revaluation every 4 years.

When will it occur?
County wide revaluation is a process that takes approximately 2 years to complete.  Our next revaluation will take effect January 1, 2021, at which point we will update all the real property to the newly assessed values. Beginning in the summer of 2021, new values will be used for all tax bills and will remain in place until the next revaluation.

What affects my market value?
Sales of comparable properties in the same local area. Cost to replace structures and improvements. Potential income a property may attain. Location. Property type. Improvement age, size, quality, state-of-repair, construction style, obsolescence and replacement cost.

What if my value is too high?
If you feel that your property value is appraised too high, you can appeal the value to the Assessor's office. Follow the instructions on the new value notice to appeal. A copy of the Revaluation Notice Form is located here.  The Assessor's office will carefully review your information and inform you, in writing, of any change to your property value.

What information will help my appeal?
For all stages of the appeal process, it is recommended you have supporting information on which to base your appeal. These items include, but are not limited to: A recent copy of a fee appraisal (within the last year) used for the sale, refinancing of a mortgage, or home equity loan. Pictures to show conditions inside and outside of the property. Comparative sales in the neighborhood. An appeal that the value is too high because the future tax bill will be too high is an invalid reason to appeal.

What if I disagree with their decision?
If you get your new notice and are still not in agreement with the value, you can appeal to the Board of Equalization and Review. The steps for appealing will be on the notice you receive. Should the taxpayer feel the need to appeal beyond the Board of Equalization and Review, there are appeal rights to the state level of government. The Board of Equalization and Review will begin holding hearings in April at the Tax Office on 13 Abbitt St (time and date to be determined).  If you wish to appeal your value, please complete an appeal form and return to the tax office.  The tax office will schedule an appointment time for your hearing once the completed appeal form has been received.

Why does it take so long?
During a revaluation, we will have many requests to review information and values. Please be patient. This may take several months since we have nearly 28,000 properties in the County.

What will my tax bill be for this year? 
The Board of County Commissioners sets the tax rate each year after determining what tax rate is required to provide the necessary yield in tax dollars to pay for the services county government must provide to it’s citizens such as law enforcement, education, solid waste disposal, emergency services, election services, public library services, various social and health services many of which are mandated by state and federal government, services to the aging, recreation, soil conservation, agricultural extension services and other various services. Therefore the new tax rate will be calculated and applied to the valuations established in most recent revaluation project and will be set when the Board of Commissioners finalizes the fiscal year budget in June.
