The Juvenile Crime Prevention Council (JCPC) has studied the risk factors and needs of Juvenile Court involved youth in this county and hereby publishes this Request for Proposals.  The JCPC anticipates funds from the NC Dept. of Public Safety, Division of Adult Correction and Juvenile Justice in the amount stated above to fund the program types specified below.  Such programs will serve delinquent and at-risk youth for the state fiscal year 2016-2017 beginning on, or after, July 1, 2016.  The use of these funds in this county requires a local match in the amount specified above

The JCPC will consider proposals for the following needed programs:

l  Restitution/ Community Service

l  Teen Court,                 

l  Parent Skill-Building Services

l  Mentoring

l  Interventions to address gang involvement

l  Substance Abuse Education /Treatment (Intervention/Prevention)

l  Interpersonal skill building/pro-social skill-building w/ experiential component

l  Academic Support Programs       

l  Non-traditional/Traditional recreational/experiential skill building services

l  Anger Management Services/Counseling

Proposed program services should target the following risk factors for delinquency or repeat delinquency:

Of 74 youth coming to the attention of Juvenile Services , 34% of youth  (24 youth) have had one or more referrals to Juvenile Services. Indicators suggest that youth  are exhibiting the following behaviors:  running away, substance use/abuse; behaviors that result in multiple suspensions from school or to alternative learning environments; regular association with delinquent peers or gang involvement.

School Domain:  81% of these youth (60) have exhibit behaviors in the school setting that result in multiple suspensions from school.

Family Domain: 89% of youth possess parents with marginal or inadequate parenting skills. 62% of the youth (46 youth)  live in families where family members have criminal histories or a family member is currently under court supervision or gang involved.

Peer Domain:  Youth need pro-social skills.  Sixty-seven percent (67%) of youth (50 Youth) are associating with delinquent peers and 4% of youth (3 youth) are associated with gangs.

Individual Domain: 25% of youth (25 youth) are using or abusing substances. 28% of youth (21 youth) have are victims of abuse and 53% (38 youth) have been exposed to domestic discord or violence.

Applicants are being sought that are able to address items below:

1.  Program services compatible with research that are shown to be effective with                juvenile offenders.

2.  Program services are outcome-based.

3.  The program has an evaluation component.

4.  Program services detect gang participation and divert individuals from gang participation.

Local public agencies, 501(c)(3) non-profit corporations and local housing authorities are invited to submit applications to provide services addressing the above elements.
