Doug Young will serve as Person County's Emergency Services Director

Person County Government is pleased to welcome Douglas Young as the Emergency Services Director. In this position, he will direct and coordinate Emergency Management while providing leadership over both Emergency Medical Services and 911 Telecommunications functions. He will also serve as the liaison between county government and our volunteer fire departments.

As Emergency Services Director, Young will join the team of County Department Heads reporting to County Manager, Heidi York. In announcing the appointment, York said: “Doug will be a tremendous asset to Person County and I very much look forward to having him join our team. He emerged from a talented applicant pool and was selected through an interview process involving community partners and leaders including Sheriff Jones, Police Chief Hess, Fire Chief Torain, Dr. Phillips, the County’s Medical Director, and Chief Lynch representing the Volunteer Fire Departments. Doug brings strong public relations skills and enjoys community outreach and developing partnerships. I am looking forward to his interactions with our EMS and 911 staff as well as providing technical and administrative support to our volunteer fire departments. He brings a wealth of experience and we are fortunate to have Doug here in Person County.”

Mr. Young has over thirty years of emergency service experience in fire protection, 911 telecommunications, emergency management, and emergency medical services. He currently serves as the Director of Emergency Services in Warren County, a post he has held for five years and where he is responsible for Emergency Management, Safety, Fire Marshal, and EMS, including the supervision of 50 employees. Doug also serves as a national consultant for emergency services and 911. Just before joining Person County he will spend a week evaluating a new FEMA course that will be released in 2016. Prior to Warren County, Mr. Young spent twenty-five years with the City of Danville; twelve of those as their Director of Emergency Services. In addition, he has served as a sworn police officer, a director of a medium sized 911 Center, served as Coordinator of Emergency Medical Services working with volunteer, public and private EMS systems and as a Coordinator of Emergency Management.

Mr. Young is a Certified Emergency Manager by the International Association of Emergency Managers, has his Executive Emergency Medical Dispatch (EMD) certification, and has completed the Advanced Fire Investigations Course. He is also an Instructor in the National Incident Management System (NIMS) as well as holds his current Emergency Medical Technician certification in both VA & NC. He is a member of the NC Association of County Commissioners Public Safety Committee as well as the North Carolina Fire Chiefs Association and North Carolina Chapter of the International Association of Arson Investigations.

Doug’s first day of employment with Person County will be December 1, 2015.
